Hi cici and cajtalk! I did cast on the same number of stitches as the pattern. I can't think of a practical way to increase by just a few stitches of the pattern, unless maybe you add 1 extra purl stitch between each pattern repeat(to the three purl stitches that are already there) - I think this would add 5 stitches total. You could also cast on and knit the leg a few needle sizes up and then go down a needle size in the foot. Hope that helps! :)
I just rechecked my math above. If you add an extra purl stitch to each "three purl section" it'll add 4 extra stitches total, not 5. Sorry about that. ;)
